The Delaware County Fairgrounds project represents Harkins’ expertise and commitment to working with public/private partnerships to revitalize communities in Southeast Pennsylvania and throughout the Mid-Atlantic. Located southwest of Philadelphia, this multi-phased project transformed a 24-acre site into a vibrant new community that has 215 new affordable townhome units, a 48-unit independent senior building, and a state-of-the-art 5,000 sf community center.
To begin Phase I, Harkins demolished 39 existing barrack-style public housing buildings that dated from the early 1940s. Major site operations included installation of three underground infiltration beds. Phase II added more townhouse units and the community center.
Phase III’s senior building includes two energy-saving systems. A hot water assist contributes 58% of the energy required to produce hot water over the course of a year. Solar panels provide enough electricity to power the common areas. Phase IV added the last XX units. Because this phase is so close to Interstate 95, STC 36-rated exterior doors and STC 33-rated windows were installed.
How Harkins Made a Difference
- Understanding the site led to Harkins solving two problems with one solution. Rather than paying to have excess soils trucked off-site, we used them to create berms between the housing and Interstate 95, making a natural sight and sound barrier to improve the residents’ quality of life.
I am very pleased with the overall construction team and look forward to completing many projects with them.
