The Newark Army Reserve Center is the second reserve center in Newark, DE and is built on vacant land next to an existing armed forces reserve center. Included in the project is a 43,000 sf reserve center along with a 3,000 sf unheated pre-engineered storage building. The building is steel framed, and it is constructed out of insulated concrete form.

The reserve center features offices, an assembly hall, multiple classrooms, unit equipment storage, a maintenance bay, an arms vault, a full commercial kitchen, and a detached unheated storage building. Exterior improvements include private vehicle parking and military equipment parking that is in compliance with the Anti-Terrorism Force Protection requirements.

The facility supports the training and mobilization of 300 reservists in 11 units, which have outgrown their facilities in Dover and Lewes and have been relocated to Newark. Approximately 15 full-time personnel are working out of the building, mostly performing vehicle maintenance. On weekends, reservists train there in groups of up to 100 at a time.

How Harkins Made a Difference
  • Harkins utilized data analytics and advanced reporting to drive schedule buy-in, facilitate weekly work planning, and evaluate overall risk to the projects proactively. We were able to utilize Power BI, among other analytics tools, to combine schedule data with other project data to provide innovative visualizations that allowed the project teams to make data-driven decisions that had actionable outcomes.
  • Harkins followed a detailed construction demolition and waste plan and was able to redirect 632,95 tons (87.72%) of waste from landfills. The project achieved LEED Silver certification by utilizing an enhanced commissioning plan to test all the systems on the building.
