Legacy at Twin Rivers

Legacy at Twin Rivers involved the ground-up construction of two new multifamily buildings, revitalizing a 1970s-era 58-unit affordable apartment complex. Harkins’ scope included the demolition of the existing rental townhomes and all associated sitework to prepare for the new development. The updated community features building one with 59 units and building two with 84 units, bringing the total to 153 units and adding 95 new homes to the original community. Both buildings were constructed with four stories of wood framing over cast-in-place below-grade parking.

The redevelopment not only expanded housing but also significantly enhanced the community’s amenities. Where the original complex lacked shared spaces, the new Legacy at Twin Rivers includes a dedicated after school tutoring center, fitness center, community room, dog walk, and a spacious outdoor patio. This patio connects directly to the Columbia Association trail, which links to the existing pedestrian tunnel under Twin Rivers Road and provides safe access to Bryant Woods Elementary School.

Legacy at Twin Rivers was designed with a strong emphasis on sustainability, incorporating green building standards and energy-efficient systems that promote environmental responsibility and reduce long-term operating costs. The development includes features that support residents with disabilities, while also ensuring that 100% of units are visitable and 5% meet UFAS compliance. These elements contribute to a healthier, more inclusive, and financially sustainable community.

Community Transformation

Part of a broader master plan to replace 300 aging apartments with 600 new, modern homes in Columbia, this multiphase redevelopment prioritizes mixed-income housing, accessibility, and high-quality amenities to meet the evolving needs of the community. By transforming outdated infrastructure into vibrant, inclusive neighborhoods, the plan aims to enhance long-term livability and opportunity for residents.
