Parkway Overlook
Parkway Overlook, formerly known as Gwynn Crest Apartments, is a substantial apartment community renovation and redevelopment project located in Baltimore, MD. It included the renovation of 118 units across more than 16 three-story apartment buildings and the rehabilitation of 44 units in seven additional buildings. Five existing buildings were demolished to allow for the construction of a new, 18-unit, three-story wood-frame apartment building that now houses community amenities, including a fitness center, classroom, business center, central laundry, and management space.
Site improvements included new sidewalks, regrading for accessibility, stormwater management, parking lots, and landscaping, along with the installation of new water and sewer utilities and the abandonment of natural gas service in favor of an all-electric infrastructure. Interior and exterior upgrades were extensive across the community. Improvements included new roofs, windows, and façade enhancements, as well as interior renovations such as reconfigured units, UFAS modifications, new kitchens and bathrooms, ENERGY STAR lighting, HVAC systems, flooring, appliances, hot water heaters, and electrical upgrades.

Innovative Financing
Notably, Parkway Overlook was one of the first projects in Maryland to utilize the twinning financing structure, blending 9% LIHTC and 4% tax-exempt bond credits to produce more deeply affordable housing units than traditional financing models would permit.
Sense of Place
Located at the western edge of Baltimore’s Rosemont neighborhood, Parkway Overlook is tucked three blocks south of the busier West North Avenue commercial corridor, overlooking Hilton Parkway. After decades of deferred maintenance, the community was in dire need of renovations to provide modern and safe housing to long-time residents of the neighborhood. The development team partnered with the non-profit Coppin Heights Community Development Corporation (CHCDC) to engage with the community in advance of and during construction. Having a partner with deep roots in the community was a major key to the success of the project.
