Perry Point Veterans Village
Located on the VA Medical Center campus in Perryville, MD, the HELP Perry Point Veterans development transforms a 30-acre historic site into sustainable housing for at-risk and formerly homeless veterans. The scope included complete demolition and reconstruction of 33 buildings, new construction of another 33, substantial renovations to nine single-family homes, and a new management and support building.
All 75 units were built to zero-energy HERS50 standards—using 50% less energy than a typical home—and supported by a four-acre, 455 kW solar array. This redevelopment preserves the site’s character, honors its 1917 heritage, and provides veterans with modern, net-zero homes steps from essential VA medical services.

Contaminated Soil Testing & Removal
Before breaking ground, Harkins took and analyzed soil samples to assess lead contamination from historic paint chipping. We then excavated and hauled away the tainted soil to a certified facility, replacing it with clean stone dust and topsoil to ensure a safe build site.
Structural Stabilization & Sequenced Workflows
After gutting interiors down to the studs, we reinforced exterior walls with sheathing to maintain stability. Critical-path sequencing balanced demolition, stabilization, and reconstruction across 75 units, keeping the project on schedule.
Zero-Energy Construction & Solar Integration
Both rehabilitated and new structures met stringent HERS50 standards with high-efficiency fixtures, superior insulation, and EnergyStar systems. We also oversaw installation of a four-acre, 455 kW solar field, cementing the village’s net-zero energy performance.
