The Apex
The Apex is an affordable housing community that has transformed an aging apartment complex into a modern, energy-efficient development. The community features 256 new apartments with a mix of studio, one-, two-, and three-bedroom layouts spread across two five-story buildings, with a two-level subterranean parking garage.
The project integrates sustainable design with urban revitalization efforts, featuring green roofs, active outdoor spaces, and a 12-foot expansion of the adjacent pedestrian/bike trail. The redevelopment includes family-friendly amenities like a playground, sports court, and community rooms, as well as proximity to schools, public transportation, and a shopping center. The project was completed ahead of schedule, allowing for additional upgrades and providing residents with enhanced living spaces and improved amenities.

Harkins worked closely with the design team through extensive preconstruction to identify and resolve issues early, ensuring a smooth construction process. The team successfully navigated several challenges, delivering both buildings months ahead of schedule. The team’s ability to adapt, manage risks effectively, and exceed client expectations, along with the incorporation of sustainable design features, contributed to the project’s success.
Built to Last
Replacing the aging 1960s-era Berkeley apartments, The Apex reimagines what affordable housing can be, delivering modern, energy-efficient apartments. Developed by AHC Inc. and built by Harkins, the project provides high-quality, affordable housing for working families in two five-story buildings.
Overlooking Arlington’s Four Mile Run, Apex integrates smart urban design with environmental stewardship. In alignment with the county’s ecological restoration goals, the site incorporates green roofs, active outdoor amenities, and stormwater strategies that reduce runoff by 80%. A widened trail, playground, and sport court connect residents to nature, while indoor amenities like a fitness center and computer lab enhance daily life. The Apex is a forward-thinking model for sustainable, community-driven redevelopment.
