Omar Black Promoted to Chief Operating Officer

It gives us great pleasure to announce the promotion of Omar Black to Chief Operating Officer.
For the past two years, Omar has served as Senior Vice President, where he has demonstrated exceptional leadership overseeing preconstruction, opportunity programs & compliance, the Northeast Team, and the Central Virginia / Hampton Roads Team. Omar has been a fantastic mentor to the leaders under his charge, helping them grow into stronger, more capable leaders for their teams. His ability to balance risk and opportunity while keeping the best interests of the company at the forefront has been invaluable to our continued success.
Omar’s promotion marks a significant milestone for our company, as it has been two years since we’ve had a Chief Operating Officer following Larry Kraemer’s retirement. In this role, Omar will oversee all of the company’s operations, including our revenue-producing construction divisions, business development, and preconstruction. With his 22 years of experience at Harkins, Omar brings an unmatched understanding of our business and our people.
Omar began his career with Harkins in our preconstruction department under the mentorship of Larry Kraemer. He was promoted to Senior Estimator in 2006, Preconstruction Manager in 2012, Director of Preconstruction in 2016, and Senior Vice President in 2022. Along the way, Omar has played a critical role in shaping the success of our projects and nurturing relationships with many of our longstanding clients. His ability to foster strong partnerships with clients, architects, and colleagues alike has set a standard for how we conduct business.
Omar’s extensive experience, steady leadership, and deep understanding of our operations make him the ideal person to step into the Chief Operating Officer role as we continue to grow and evolve. I look forward to the impact he will have as he leads our operations into the future.
